They know what they are doing. Making sure all of the resources go to the military means that anyone who wants access to those resources has to join the military. It's a great way to have a massive army. I'm sure the goal is to have the whole country be one large military. Try to fight a country where everyone is in the army. Not so easy. There is a country worth keeping an eye on, and never turn your back.
