There must be 2 to insure an honest/fair transaction takes place since they are witnesses in a matter they never touch. This is only for witnesses in financial dealings, not other areas.
Go look up the Bang Bang Theory. Read Quran 21:30-32. The message is meant for modern times. No one would know this from 1400 yrs ago

Our Prophet SAW wept after knowing the greatest sacrifice of our Immam but never beat or cut his SAW body.
