Then the Quran gives them a chance to better themselves before any "strict" punishment is awarded. Its not ment for non-believers.
Its simply just a strict code to treat criminals of great crimes. It doesn't mean go around killing people who aren't muslim, if thats what you thought. Wouldnt you argue that if the allies had captured hitler they would have executed him in humiliation?
Personally I don't believe in pure punishment under any circumstance.
No matter what someone does, they should try to be educated and rehabilitated, not punished. If it is completely impossible to reintegrate them into society, they should be kept in prison, not as punishment, but to protect society. State sponsored killing is lazy and also gives out the message that killing is okay.

@fetfet13 You need to read the entire chapter. It talks about IN TIMES OF WAR. If you are attacked god says fight back. Also saying that people who will attack you are those who have been described above. God also says to give them a chance at peace before war. This is nothing different from the way all leading democracies work.
@fetfet13 Ofcourse the Quran teaches war in defense is the last option. Peace before war. However, if everyone had that attitude, there would be no war. But because war exists and God knows this, the Quran teaches muslims how to conduct themselves in times of war. Some examples are limiting fighting to just men, making sure women and children are safe, and not harming trees or any wildlife.
