I don't think Moon is overrated.

Many of the Who songs (if not all really) were constructed where Pete kept the time and everything else was a variation/portion of the LEAD. Moon's drums were right up there with Roger's lead vocals and interplayed with it, very well IMO. Even the bass was allowed to flow much of the time outside of the normal rythm keeping, so had to ride along/compete with the bass as well.

Over all the drums were articulated like lead vocals. Rarely matched by anyone.
