Today, I saw a host using a melee only server and all the ammo for the guns were gone and he wrote "yes" "no" in words where the "Medic!" message should be. Also, he had alltalk on which means he is an admin or he figured out a way to mod it again. He also said something about that he can change people's right trigger to explode instead of shoot. lol

I don't think he can chance other people's binds, however, he can explode himself. I can do the exactly same things as that guy did.

Also if you might want to um IDK, check the description where it clearly states 2 places you can get error 404 and the hash block calc

Easier way...  Buy it for the PC :O! (It's only 20$ and with a holiday around the corner there's bound to be a huge savings deal soon.) With the PC version you also get more updates than the console ;P.
