A truthful toggler could have pointed out the then lying toggler, but to the second question truthful toggler, and when asked if he is the truth teller, he says "No," which you have made a sufficient condition for finding him a truth-teller. Although it's necessary that a truth teller would so answer, since non truth teller answer that way too, it is not sufficient to determine identity.
Even if you could get the No's to what the truth teller would say, it wouldn't solve the puzzle. But what you haven't done is to be able to distinguish among the tree groups in a way that isolates the truth teller or the truthful toggler in the second response.think you have overcomplicated the puzzle, and not solved it. Also, your use of lying and predicting to get the No's is fallacious
Sorry, had to make hash of my three posts: they were too long.

If I were to ask you twice what would your second response be to who is the truth teller?
Truth teller: picks himself
Toggler in truth mode: Picks himself or another toggler (as he is going to lie and knows it)
Toggler in lie mode: Picks himself or another toggler.
