Because it is too costly and nobody wants it broken. But they should have programmed it to use GPS or even INS to leave hostile territory and fly over friendly airspace before attempting to land. Even if GPS was jammed, it could have used INS to do that. Obviously "land at the nearest flatland" was the programming instruction when testing the drone and once it became operational nobody changed the damn instructions to "land at nearest friendly flatlan"
