Not without status, no.

You have to apply for CEC (if you qualify) and be approved.

You may be eligible apply to immigrate permanently under the CEC program if you have completed two years of skilled work in Canada.

If your work permit has expired and you have returned home, you may still be eligible to apply under the CEC category, depending on the circumstances.
