The Wali al Faqeeh is the Pope of the Shia faith. In Sunni Islam they created a seat called the Caliph which ended in 1926. In Shiism, we've always had a Wali. The difference is that since we mostly lived under Sunnis in minority cases, we had our Wali sitting in Najaf and for far away Shias like in Russia, it would take months to get word on one political position or another. Now, it's in practice due to nation states such as Iran and Iraq.
