I find it hard to believe, too, but I can't think of a previous example. Yes this doc is featured as an extra to the German edition.

@lapislazuli7 You are right - A 'Jack the Ripper' killer featured in Hitchcock's "The Lodger" 1927, and in "Pandora's Box" (1929) but "M" is the earliest film I can think of where the main actor played a serial killer.
