This is definitely Ann Miller--the style is unmistakable, even if one weren't sure. As an earlier responder said, it's from a movie she made in 1942 called "Priorities on Parade" with Jerry Colonna (the one singing at the beginning). Ann was a great dancer.
She doesn't look like the Ann Miller we usually see, but from her dancing style (especially the 2nd half) it most certainly is Ann. Her trademark moves are all there. A joy of a dancer!

Jerry Colonna was a loud comedian from the 40s and early TV in the 50s. He toured a lot with Bob Hope during WWII.
