could I use that style of heel knitting with any amount of stitches or is there a rule on how many stitches and such?

@alreadyBritton There is no rule for the number of stitches. Typically about 1/3 of the heel stitches will remain unworked (unwrapped). Please let me know if I can help with your calculations.
