no release means release the ip pulled from your ISP, which is a privite IP. when you renew all you are doing is pulling an IP from your ISP pool, which more likely the same one you pulled in the first place because your ISP hands out the IP's and changes them on their set days. No matter how many times you release renew you are going to pull the same IP from your ISP unless it's time for them to change it. Could be one day could be 48hrs could be a week.
