Not all teens just go in and try to buy it. A lot of them just find older people to do it for them.

My friends are mostly 13-16 and they just ask random older people that look like they will help them out to buy beer and it always works.

Underage kids are going to find a way to get alcohol if they want it bad enough. Why not just say what this really is, a way for the city to make more revenue?
