I hate to say it but this is not good let alone the best. I'm sorry but it looks like someone showed these girls a couple videos of belly dancers and they copied what they did as best they could. Props for trying but you can't fool people (at least, people who are belly dancers). There's no actual technique, just a lot of hip shaking. And just because someone is in a belly dance costume shaking their hips doesn't mean they're a belly dancer.
