They're establishing characters and keeping them consistent. This show attempts to let you see inside the mind of a Japanese middle school girl, albeit a highly censored version. Those bits in the first episode show Kyoko's impulsive free spirit personality. She's the real main character of the show and her personality is the glue that holds the entire thing together. And to prove that point they did episode 11 where she undergoes a concussion induced personality switch.
