well, if you shorten the traveling distance on the weigh so it bounces to and fro over the balancing point you will get less torque, but you will be able to use a small solenoid to move the weight, and it could pick up a great deal of speed, but the faster it goes, the more force the solenoid will need to exert (centripetal force!). It may start acting irregular at higher speed when the solenoid doesn't pull. You will probably find you will need more power to shift weight than you produce.
If you had 2 weights of equal amount ,across from each other , would cancel the effect of what you are talking about down to nothing and then the weights would work with the solenoid and using slip rings on the shaft would time the solenoids effort on the weights to the same point every rev. and you could incorporate a advancing device ,like a car distributor, and a generator,battery,to capture the energy transfer very interesting!
use two weight that are connected. not one.

you need a chain drive timed to the movement of the flywheel to keep the weight on the outside of the wheelfro the 1O'clock to the 6 O'clock position

Hmm there is a faw with the design..
any appartus attached to it strong enough to move the wiegthed end would create a stable balancing point

Thanks for the comment. We actually enhanced the design but we cannot find a solenoid strong enough to shift the weight.

Mechanically once teh stresses are place in such a way that they are all linked then they are consiquently balanced... at on finite point...
