Can the model made here be done in AutoCAD? Or can this only be done in Civil 3D?

Not really, all design work is done on AutoCAD Civil 3D.

3DS MAX is not a highway design package

AutoCAD Civil 3D can import and export the GENIO format files and also create alignments, profiles and surfaces if that geometry is present.
