We don't count the social cost??? How about the social cost of arresting, convicting, and incarcerating non-violent drug users while ruining their lives in the process? It is much more likely drugs will be kept of of the hands of minors if drugs were regulated in the same fashion as alcohol. For adults, It is no one's business what they choose to ingest so long as no one else is harmed and no contracts are violated (i.e. health care or employment).

Marijuana use among teens has NOT gone down in the past few years. Maybe in the bubble society that he lives in but not in the real world. More teens are using buds because more teens are selling to other teens. As long as marijuana is illegal this is what is gonna happen. Good point. He also didn't mention that teen use in the Netherlands is about 17% where it IS "legal". In the US 46% of high school seniors have tried it. Prohibition is what makes it available to teens because dealers DON'T card.
