i am not american, i am from serbia and mostly ntressted in russian equipment....rafale is quite impressive plane in my opinion, probably best from 4th gen after Sukhois and F-15, design of plane is pretty impressive and its capabilities are great, i seen it and manouverability is really great

Despite the advertisment that was made to F-15 by producing companies; it has many problems including manueverability problems, aerodynamic problems, limitations of payload and also limitations of carrying xtra fuel with external fuel tanks. Pilots had to detach them when they needed to escape fast from somewhere. There lots of more successful types of twin engined planes that can substitute F-15, Including Mig29, F-14, FA18.
Sorry to intervene. It depends to the terrain you want to use it. For example in my country Greece that we have many mountains we prefer French aircrafts because they have more elastic engines. Our pilots had the ability to test it for decades, after many econical dogfights with their Turkish colleagues of theirs and it seems that for our terrain at least it is the French aircraft that fits better. I would say simply both planes have their own advantages
