No a "taxpayer" is a type 3 ordinary constuction meaning the structure has brick or block construction on the first or subsequent upper levels on the outside possibly wooden upper levels and or interor.The reason it's called "taxpayer" is because the first level usually stores/businesses pay the "taxes" on the building/property...keep in mind older buildings were intentionally built this way...
