Mr Huelskamp appears to be confusing the debt with the deficit... the "receipts" he mentions (for social security, the military, etc) exceeding our income refers to the deficit, which adds to the debt, and comes from borrowing. So really Obama is saying that there may be a chance that our credit rating will decline if we do cut the checks. Mr Huelskamp = smear.
