Those who want to stream to the internet (outside their LAN) and have a slow upload might want to know how much bandwidth does it use and if it can be regulated, for example changing the quality of the video so more people may watch it simultaneously. Is something like that possible in VLC?

no this is your static ip inside your personal network, it will work on computers that are connected to your router. If you want to stream to everyone you need to first get static public IP which is very expensive but there are alternative tricks like dyndns.com , set that up and then open port 8080 in your router settings and everyone who will use your dyndns address with port 8080 at end of it will be able to stream that.
you should try kazam for desktop capturing it doesnt lagg at all
