No, Russian planes are on par with anything the US has excluding the F-22A, the problem is the Russian Federation doesn't have the money to afford any of the newer Sukhois.

Sure,We know J-10 is not rival of F-22 which has been put into service.
However it can fight with Taiwan's F-16 and Mirage 2000

Had you any basic knowledge about military aircraft, you would know J-10 is not Russian design.
J-11 is Chinese version of Russia fighter Su-27. China also imports Su-30 from Russia.
Taiwan(R.O.C) air force has 3 types of 3rd generation aircrafts: mirage-2000 F-16 IDF.
Mainland China (P.R.C) has got more 3rd generation Fighters now.
