That is an express boxcar at the end of the train in this vid. Amtrak used to run boxcars with mail and such back in the day and then they decided to discontinue the whole boxcar thing because it realy delaid the trains. So this is rare footage now that the boxcars no longer run on Amtrak trains.

Luckily I got tons of shots of Amtrak trains (both the Coast Starlight & California Zephyr) before they discontinued the whole express boxcar thing.
