They are not Japanese. They are from the People's Association Youth Chinese Orchestra In Singagore. Some instruments are western instruments but most are chinese instruments such as dizi, gaohu, pipa, sheng, ruan, and yangqin are shown in the video clip. Instead of perserving the traditional chinese music (a bit displeasing to the new generation), they are making experiment and pulling others' attention to chinese culture at a acceptable level. Personally, I like this orchestra the best.
