Just look at what he did with Harley Quinn.

So its safe to say that Batman was present and/or had some part is shaping the Joker's persona as a homicidal mastermind.
Personally, I believe that not having a definitive origin story for Joker is what makes him the icon that he is now. One of the Jokers most distinguish characteristics is that he is unpredictable. He is a master of both brilliantly creative strategy and improvisation. Once his origins is revealed, he will gradually lose that mystery and randomness about him.

@202MegaHomer202 It was a big one-shot comic thing they did. It actually established a lot of plot--it's where Joker shot Barbara Gordon and put her in a wheelchair for life. It keeps showing flashbacks to Joker's past before the accident, basically recapped there in the interview.
