Probably a stock recording of a fire truck siren, or they could've recorded one of those old hand-cranked sirens. They often recorded their own sound FX for the show back in the 1970s.
And I agree it's loud. It sounds like a civil defense siren, like the kind that warns you when a tornado or nuclear attack is coming.
Maybe Kermit was being careful when he was giving Humpty a pat on the back to congratulate him for feeling good to be back together. However, Kermit probably didn't know that Humpty's body was extremely light that even one little pat and/or push would've been hard enough for Humpty to fall down and break. (If this was true, the horses and king's men should've told Kermit not to touch him. Unless maybe they didn't want to interupt him on camera when he was interviewing Humpty).
I remember in episode #3076, He had so many falls. He was performed by Jerry Nelson (rather than Frank Oz). He tried to sit on Oscar's Trash can and the other places. But that did not work. Luis and Maria fixed Humpty Dumpty at the Fix-It Shop. Anyone remember that? I felt sorry for Humpty Dumpty.

Humpty Dumpty looks a little disturbing. But every time Kermit curls his nose I die laughing!

When I was a little girl, Humpty Dumpty scared me so much that I never watched Sesame Street again. True story.

Anyone know if the fat blue king's man was played by Jerry Nelson? It sounded like him.

And it probably scared quite a few kids last year when they had him appear in a new segment on the show.

I'm so glad to know that I'm not the only one that was scared by that creepy smiling freak. Now he's back on the new Sesame to scare my kids.

That Humpty Dumpty recently appeared in a new Sesame Street episode. Same puppet, too.

Good timing. I was hoping this would get posted. Kermit sure got carried away this time around. You would have expected to think before acting.

I don't think the kings horses and the kings men had to be so tough on Kermit. He didn't hit Humpty Dumpty off the wall on purpose.

Okay, maybe Kermit should've been more careful, but still...

I think Kermit is accidental-prone.
