It's Aceana's Asphault stuff. There are 5 packs or something for it...I know cuz the park I'm making now has a bunch of covers from the packs.

Google RCT3 Complete CS List, then go to the third option down: RCT3-Custom Scenery List. You should come to a page with a blue background and a list of a ton of CFRs, CTRs, and CSOs. Click on the tab at the top saying Custom Scenery and Aceana's Pavement Essentials are some of the top sets.

Click on the pack you want to Download. There are two listings called Threads and Downloads or something. Click on the thing listed in Threads (usually Atari Forums) and that thread will likely have a download link to the file

It's available through NetOn, not RCTRevalutions. Click on the pack you want, and for Aceana's there is a download link to NetOn. It is a German site but there is a language selection. Also, there are many CS sets on the site too, very useful ones.

Go to custom scenery and you should find it. Click on the little glass thing to go to the download page. 90% of all times you will go to a forum. A user shows everybody how the custom scenery looks like. And they add the download link :)
