nice thinking. though think i'd go with

fire attunement -> SDH -> lure -> DD -> GoS -> Meteor shower -> BEd of Coals -> Phoenix.

that way you deal the DD damage earlier, at the cost of the foes attacking you about 3 seconds longer.

they have interrupts, it's much too risky. and double dragon will have recharged by the end of your chain anyways so it doesn't really make much of a difference.
