Judging by the way he's kneading her, it looks more like he's associating her scent with his mother or another nursing female. Kittens do that as they're suckling to stimulate milk production. A female cat in heat would omit the same hormones as a lactating/new mother. So, I don't think he's trying to get it on with her. ;)
