Indeed, it is. All the effects in this video were made in Sony Vegas. The stretched blur is just using keyframes in Gaussian blur and moving it Horizontally. Good luck.

About this video, though, I can't really say how good it was. Everything flowed together seamlessly. And it was fun for me whenever an anime I knew popped up. I got excited when I saw a clip from Madlax in there, and I got even more excited when I saw Claymore! It was fun to just watch the video and see which series/games popped up. ^^
