Reins are too short, the man is choking the horse. That's why the horse reared. If he actually gave time for the horses head to be relaxed, maybe he wouldn't be rearing.

Oh, and if he tries pulling harder, using spurs, or whipping the horse, that's just adding to the problem that he's already created. Just another dumb person TRYING to be a real horseback rider.
