During my 4 years of experience living in Japan, I would say that these happen fairly frequently across the country, but not that common in the Tokyo/Kanto area maybe if you are lucky once every other month if even that.

when we had the tornado in 1998, KDKA broke right into the lame soap Opera to bring the warning. they didn't go off the air until 12:30 that night. Mind you, this was about 5:00 in the afternoon when it happened.
