It's alert for earthquake and tsunami. The red and yellow line coasts are in high or less in danger of tsunami. In both cases, it's better to run away from coast as soon as possible. And the beep signal automatically wakes up TV (if it is equipped with a special receiver) and you can notice an earthquake occurs.
