The sheriff's don't have to listen, but they are weaklings. I'm not completely familiar with how the foreclosure process works in NY but in most places a sheriff makes the final move on a place.
Sheriffs are elected in many places. As this bullshit gets deep, every angle is going to need to be examined.
The banks want the home and land, not a person making payments. It is a move on their part to control completely the real estate market AND the value of the dollar. It's financial terrorism.

Cops can lose there homes to eviction, get thrown in jail if they step out of line (and become victims in jail).
