The reason this ad campaign was a failure was because when Herb was finally shown, he was this nerdy character, and back then nerds were considered incredibly uncool. As such, people, seemingly misunderstanding the point of the ad, figured "Burger King is for nerds, I can't eat there. I'm no Herb!" And Burger King's sales took a hit. They obviously recovered, and these ads are great now for nostalgic value.
I remember wearing a "FUCK HERB" T-shirt in college because I thought it was hilarious. I wore it in a picture, my parents saw it, and I got in trouble. They actually took a saying off the wall about respecting your family name and saying I tarnished my family name.

Yeah, hip-hop/urban culture embraced the word "herb" when this ad campaign came out. I grew up in urban Jersey and heard the word "herb" all throughout grammar school and high school.
For those of you that remember, they FINALLY showed Herb at the last minute. Yes, Herb the ((NERD!)) :-D
