It can also be accessed in the PC version by going through the game's files. The message has also been found in a hidden field manual page (360/PS3/PC). It plays the following:

OMG.... this vid, he says it, its in the game, no in radio form but in writing. take the PTRS and go to the duble tap room. thes a small radiator like thing in the mid. on the opposite side thers a hole, scope in and u find a book, the field ops manual. one side is covered with another book so u can only see part of it

ACR is POSITIVELY the most beneficial weapon in the video game. Whenever I play a Capture The Flag on it, I get the Nuke, and kill everybody.
