Wow what a shitty game. But alot of these anime based games from the PS1 era fucking sucked ass. People talk shit about Capcom milking RE4 or SF series but these games were the epitome of the phrase "milking".

Usually shitty controls. Very few characters or if they had many they were basically all pallet swaps.

In Sailro Moon: Another Story, Pluto uses a similar-looking move called "Chronos Cyclone. I assume it's the same thing.

Chronos Typhoon is one of her moves in the Manga, and not the Anime. So that's probably why it's in the game.

I want that background! This is cool. You know what is so weird? When Pluto does her chronos typhoon on here, it keeps going even if Mars stops it with another super, but it doesn't damage mars. My Sailor Pluto on Sailor Moon X does the same exact thing! How weird!
