why those planes have holes in the alerons, rudder, and elevator?

is that better for the plane or what?

slows the plane down, and at the same time provide the same control surface authority needed for 3D flight

Im not exactly sure how, but it slows the plane down, and somehow gives the control surfaces more authority. I'm not sure how, but thats what I'm told.
