When comparing it to most of their previous work, maybe. However, it's still a great album as a whole, despite some weaker tracks. I liked 'If' a hell of a lot more than 'You'll Rebel to Anything'. Also, 'Despierta Los Ninos' was not a full album. Get your facts straight.
