The gist of what Bush is saying is that we have to resolve the root of terrorism - poverty and totalitarianism. Simply capturing Osama will not resolve the root of the problem. Bush believes that democracy is the best solution to resolving the problem. Iraq happened to be a good opportunity to instill democracy in the Middle East.
