I think the only solution to this problem is to not allow the cops to respond to any calls of crimes that might be occuring at that moment. There is to much chance of things like this happening when the cops are called to stop a possible crime from happening. I think the best thing for everyone concerned would be to just have the police available to take reports of crimes after they have happened and long after the actors have left the area. That way things like this wont happen.
