You have to go to the city,on a random night, of the week, at exactly 8:00pm and go to the right side of the city where there are cones usally blocking acess to a pathway inside the tunnel, and you should be able to enter the Resetti Survanllince Center(wrong spelling.This can only happen once a week.Sorry it took so long to respond.
