Judging by the fact the squad member tasked with opening the box was wearing hazmat PPE and a respirator rather than the flak suit, they saw the skeletons on the x-ray and anticipated it as a biological attack. Why anyone would use kittens is beyond me ... in fact, it's beyond me why anyone would duct tape kittens in a box and dump it somewhere in the first place.
