No, the creator actually talked about it and he stated that Rukia is "a ray of light and hope for Ichigo". As for Inoue/Ichigo, while Orihime likes Ichigo, Ichigo continues to treat her like a friend or baby sister at most; while with Rukia, well, we know ^_~). So, I don't think we have to worry about those two hooking up.

The creator may have said that, but he also said he wasn't going to make much of a romance out of bleach AND he wasn't gonna do anything as for couple wise. It's never good to actually put 2 together when there is a love triangle, unless it's 90% to 100% sure. And IchigoxRukia vs IchigoxInoue are about 60% and 40%. So if he did pair anyone he'll get about half of the fans to hate him, not good.
