Yes, one culture is allowed to take something from another culture and make it entirely their own. And that is what has happened with caramelldasen. There was already a .gif of that one scene in the Popotan visual novel opening [[which came from Japan]] and someone in Sweden created a flash loop using that .gif with a sped up version of the song.
I'm only stating facts from research I've actually taken the time to do.
