Haha, most departments require officers to have at least an associates degree. Some do not, and I'm sure it varies from state to state, country to country. I know in my state the minimum education requirement to attend the police academy is an associates degree.

Unfortunately for them youtube has exposed countless brutalities the cops could previously lie their way out of.
Yes they can take your phone away. Think of it like this, if there is crime going on and the police need video evidence of what is going on they have the right to seize the video and as it's in your phone then they can seize your phone.
