Because all the early prints have the 1992 WDC logo. It doesn't make sence for a no previews variant to come out before a previews variant. When a movie comes out on VHS and has one version with previews and another variant with no previews, the previews variant always has to come first and then the no previews variant comes after.

Yes, BETA copies had the 1989 WDC logo, but all three VHS copies had the 1992 clean logo.
