Storks are known for bringing life, so by using storks as a darkness the comparison between innocence and madness and how easy corruption can be is fantastic here. (Sorry for so many posts I just love chatting about these things.)

Never having played Silent Hill (just seen the film) I'm guessing the riddle is about wild desires. Surely the birds who flew the highest did so because they had the wild and dark desires to take control of fate, and forcefully continue to travel upwards to heaven regardless of what god wanted. Unlike the bird who rested and knew no boundaries, because she could take things a bit at a time and enjoy the beauty of the world instead of being driven by such a cruel force of endless ambition and
