In the US this type of installation would warrant a shut-off of all utility power and a complete overhaul of the service. If a city inspector or Fire Marshall saw this it would be shut down on the spot. Exposed wiring, exposed terminations and buses all of it is extremely dangerous. There is so much potential for fire and injury to personnel here that I wouldn't even service this equipment without ripping it all out and installing all new panels, circuit breakers etc.
